1. Welcome by the President
Our President, Jackie Green, welcomed everyone to the meeting at Manchester Dental Education Centre.
2. Minutes of 44th Annual General Meeting
Accepted.
3. Matters arising
It was noted that the Pittu Laungani Award for Best Paper 2006 was presented to the winning authors at a seminar in Leeds.
4. Report of the Council of the Institute for 2007-2008
A copy of the 2007-2008 report was made available at the AGM and will be posted on the Institute website.
The President reported a very busy year for the Institute. The Institute has responded to the findings of the members’ questionnaire and reviewed practice against its objectives and produced a position paper. We have maintained current activity on things that are going well, i.e. the journal, the internet website forum and developed a newsletter. We have actively sought to recruit new members and increased the visibility of the Institute through mailing organisers of postgraduate courses and having a presence at conferences. Joining the Shaping the Future Collaboration has been an important and positive move for the Institute and we need to consider how we are going to carry that forward next year.
5. Appointment of Independent Examiner of Accounts
It was agreed that Milner Boardman Ltd continue for the next 12 months.
6. Report of the Secretary
“It is with some sadness that I am stepping down today as secretary of the Institute. I took over from Professor Leo Baric in 1995 and in that time the world of Health Promotion and Education has changed, with more emphasis being placed on education from professional groups or from specialised topic orientated teams. The Health Education Officer has almost disappeared. Whilst this has had some impact on the Institute, it is pleasing to note that our membership comes from many health and education disciplines so loss of members has not been catastrophic. Never-the-less if we want the Institute to prosper, new members are essential and membership increasing strategies must be at the top of our agenda.
I wish my successor well and trust the next few years will see the Institute flourish and grow”.
7. Report of the Treasurer
The Accounts for the year ended 31 December 2007 have been published in the Annual Report. Costs and expenses exceed income by £2,476 during this year. The cost of attending the UKPHA conference are not fully accounted for in this year’s figures and will be carried over to the next financial year. The balance sheet and cash reserves remain strong with £20,965 net assets still held.
The President thanked the Treasurer, Peter Ruddell, and Pat Davies for chasing up members in arrears.
8. Report of the Editor of the Journal
The Editor gave his thanks to Deputy Editor, Dr Fiona Blinkhorn, who has done an excellent job in liaising with the authors and providing them both support and encouragement. Although she is now working in Australia the distance makes little or no difference as most authors now submit by email. Our North American Associate Editor, Professor Roy Moodley and his colleagues at University of Toronto have been working on another special issue for 2008. Thanks also go to the News and Features Editor, Jennifer Liston-Smith. The Editor thanked our typesetter, Linda Jones for her dedicated work on the journal for over a decade. She has now recently retired from typesetting and we all wish her every success for the future. She will be missed. Our printers, Titus Wilson & Son, have now taken over her role.
A useful development for the journal is that the Institute of Health Promotion and Education signed a contract with EBSCO Publishing in 2007. This is in addition to the contract we signed previously with Thomson Gale. Both organisations will make the journal articles available to thousands of their online subscribers which includes libraries. This will help our journal articles to be read further afield and encourage more submissions from researchers.
The Institute Internet Health Promotion Forum has become a useful service for members keeping us up-to-date with conferences and events in the United Kingdom and beyond. In addition, the Forum allows the members and non-members to join by visiting the homepage: http://health.groups/yahoo.com/group/Health_Promotion/

10. Awards
10.1 The Pittu Laungani Award for the Best Paper published in the International Journal of Health Promotion and Education for 2007/08 has been awarded to Jo Durham and Mohammed Ali for their paper “Mine risk education in the Lao PDR: Time for a public health approach to risk reduction?”
10.2 Life Long Commitment Award
Professor Anthony Blinkhorn joined the Institute in 1971 as an Associate Member, becoming a full member in 1975. A few years later in 1977 he joined the Institute’s Council. He became Chair in 1981. After being Chair he remained on the Council for a further 5 years and became the Chair once more in 1990. In 1992 Frank Rowntree wanted a successor and Professor Blinkhorn became Editor of the Journal. Soon afterwards he relaunched the journal in its current format. Whilst still in post as Editor he was invited to take over as Honorary Secretary in 1996 to succeed Leo Baric. During this time, he helped to modernise the constitution. He remained Editor for a decade and is now Emeritus Editor of the Journal. Professor Blinkhorn was awarded an Honorary Fellowship of the Institute for his great contribution to the field of health promotion and education.
The Council is extremely pleased to announce that it is recognising Professor Anthony Blinkhorn’s dedication to the Institute and is giving him the first Institute Life Long Commitment Award.
11. Any other business
11.1 Jackie Green handed over the Presidency to John Kemm and wished him well in his new role. Our appreciation is extended to Jackie for being an excellent President during her term of office.
